So, individual, elected, members of the House of Representatives have surrendered their authority - and with it accountability  - to the Speaker of the House by a House Rule?

And citing that 'rule' a representative of the Executive Branch says she can be denied entry into ANY facility the Executive Branch, with the collusion of the Speaker, says? 

WTF?   That is a MASSIVE problem.
