What does the Congressional Black Caucus PAC call "ESSENTIAL"?

My pseudonymous self (who still lives in the sketchy apartment in Ft Worth) just got an email from the Congressional Black Caucus.   Seems that, what with the current manufactured outrage, it's a good time to fundraise among the assumed demographic.  What do they say is 'ESSENTIAL' to save the "livelihood" of black Americans?

From Webster "Livelihood definition is - means of support or subsistence."

Well, gotta admit, it would help the "livelihood" for schoolground pot dealers.   Gotta have the cash for some more 'soup' ya' know.
